Chief Operating Officer
Brian Ramos is an accomplished, entrepreneurial healthcare executive and serves as Chief Operating Officer of Capital Anesthesia Partners. In this role, he oversees all financial, operational, and business development functions, driving the organization’s growth and performance across its partner facilities.
Mr. Ramos joined Capital Anesthesia Partners in 2016, bringing a diverse background that spans national anesthesia management consulting firms, academic medical centers, multi-site physician group practices, and ambulatory surgery centers. His broad experience informs a strategic, data-driven approach to optimizing clinical operations and financial outcomes.
He holds a Bachelor of Arts in Mathematics and Computer Science from Boston College and a Master of Business Administration from Fitchburg State University. Mr. Ramos is a Fellow of the American College of Medical Practice Executives (ACMPE).
An active leader in healthcare management, Mr. Ramos currently serves as Treasurer of the Maryland Patient Care & Access Coalition. His prior leadership roles include President and Chairman of the Maryland Medical Group Management Association, President of the California Medical Group Management Association, and service on the Board of Visitors of Fenway Health.
Mr. Ramos is also a frequent national speaker, presenting on healthcare operations, financial performance, and practice management strategy at industry conferences across the country.

Chief Medical Officer
Steven J. Saltzman, MD is a board-certified anesthesiologist with deep clinical, academic, and leadership experience. A co-founder of Capital Anesthesia Partners, he has served as Chief Medical Officer since the organization’s inception in 2011.
Dr. Saltzman leads a multidisciplinary team of more than 40 physician anesthesiologists and certified registered nurse anesthetists, delivering care to over 35,000 patients annually. He is responsible for all aspects of clinical operations, including provider recruitment, scheduling, quality and safety initiatives, and the development of in-house research programs that advance outpatient anesthesia care.
He completed his residency in Anesthesiology and Critical Care Medicine at The Johns Hopkins Hospital in Baltimore, Maryland. Prior to founding Capital Anesthesia Partners, Dr. Saltzman served for 12 years as Chief of Anesthesia at Chester River Hospital Center in Chestertown, Maryland.
In addition to his leadership roles, Dr. Saltzman has held clinical and teaching appointments at leading institutions, including The Johns Hopkins Hospital, University of Maryland Medical Center, and Washington University School of Medicine. He is also a published author on topics related to health and wellness.
